Loading .apk files that way is illegal. Sure, some may say they install free apps that way because they can’t get there elsewhere, but the truth is, most people do this to avoid paying for the app. I don’t want to get into the whole piracy debate, it’s up to each person to either do this or not.

Could you please elaborate which national or international law says that? Or it is just you as a ruler of the world :) decided that way?

If your device does not have play store installed or if it is not recognized by the play store, what other chances you have? This may be the only way for some Chinese android devices that fall into above categories.

For free apps, if software license is not preventing it, it should no be illegal. From ethical perspective, there should be no problem too as long as the ads in the app remains there and help developer make money.

Some apps have verification protocols. If they are not verified, then even if you install them, you won’t be able to use them.
