Slow Internet Connection speed while tethering

Has anybody used their android phone as a wi-fi hotspot? I used a speedtest.net app to see how fast my phone’s download speed is. It clocked in at 2Mbps. But when I tether it to my laptop, the actual download speed is slower than that. Can anybody explain this?

I tether my laptop to my Android via the portable hotspot and I would say that it has to do with the signal strength of the phone and the cellular signal strength. There may also be a fair usage policy with your carrier that may cap network speeds.
